Ukraine has launched a "stop list" of citizens banned from gambling establishments

According to a report from the Gambling and Lottery Regulation Commission (GRAIL), Ukraine has officially started operating a register of individuals who will not be allowed to enter the country's gambling establishments. The relevant document was posted on the official website of the Ukrainian regulator.

It is noted that the "black list" was launched in test mode on 16 June. It contains the names of citizens who have been banned from visiting casinos, slot machine halls, betting shops and lottery outlets.

While passing the law on legalisation of gambling in all slots casino, the document's authors prescribed a norm, according to which every citizen of the country willing to take part in gambling entertainment should undergo a compulsory identification procedure, providing true and actual passport data.

The bill sets forth the basic requirements to be followed by the operators when admitting a person to their gambling facilities. The first and most basic requirement is that a person must be 21 years of age or older. The second is the absence of problems related to financial obligations (alimony, subsidies, large loans, benefits). The total amount of debts of a certain person must not exceed UAH 250 000. An important nuance of the law is a provision that a person's expenses for gambling cannot exceed his income per month.

"Limited and incapacitated citizens shall not be admitted to the sphere of gambling. Apart from them, admission is prohibited for those who are on a separate register of persons who cannot use the services of gambling operators," the document reads.

It is worth noting that within the Ukrainian jurisdiction there will also be a list of self-excluded individuals non gamstop casino. Citizens who personally would like to prohibit their participation in gambling business will be able to register on the list. It is necessary to write and submit a corresponding application directly to the gambling company or address the Gambling and Lottery Regulation Commission.
